The TOD (transit-oriented development) of Guangdong provincial railway projects is developed through the way of "province-city cooperation". It establishes the comprehensive return model of "railway project + land development", which makes it have inherent characteristics and difficulties in TOD planning. This paper takes the Huilai Station of the Jiehui railway project as an example to explore the idea and strategy of TOD planning of Guangdong Provincial railway project, aiming to provide a reference for the subsequent TOD planning of railway projects managed by Guangdong Province or cities in other provinces.
