This paper focuses on the research of the adaptability of the TOGAF architecture in the top-level planning of smart cities. It clarifies the main stakeholders in smart city construction and their identification methods
sorts out the hierarchical transformation process from high-level requirements to system requirements during the planning process
and proposes a top-level planning stage division method adapted to the characteristics of smart cities. The research solves the problem of the lack of systematic guidance in smart city planning and provides a clear guide for the transformation of smart cities from conceptual ideas to practical implementation.
